District of Columbia Government Experience

Inspector General (.May 1999 to December 2003) managed staff of auditors, inspectors, criminal investigators, and attorneys who independently detect and/or prosecute fraud, waste, and abuse within all agencies within the District Government, executive staff of the Mayor (Cabinet Level Mayoral Appointees, Elected City Officials) and administrative personnel. Secured the re-certification of the Medicaid Fraud Control Unit and re-established it within the Office of the Inspector General. Reported directly to the Mayor, the Council of the District Govemnent, and the United States Congress.

Interim Inspector General (April 1999 to May 1999) Appointed by the Mayor pending confirmation by the federal established Control Board and the City Council.

Deputy inspector General for Inspections and Evaluations (March 1999 to April 1999) Created the Inspections and Evaluations Division within the Office of the Inspector General.

General Counsel (April 1998 to February 1999) Provided legal advice to the Inspector General and employees of the Office of the Inspector General.

Prosecutorial

Special Assistant United States Attorney Detailed from the U.S. Department of Health and Human Services, Office of the Inspector General to the U.S. Department of Justice, United States Attorney's Office, Eastern District of Virginia, Alexandria Division. Extensive trial work in the U.S. Magistrate Court involving misdemeanors, the traffic docket, and a variety of criminal cases. Concluded the detail with reassignment to the Civil Division for prosecutions involving healthcare fraud, qui tams, hospital bundling and drug diversion matters.

Senior Federal Executive

Inspector General, United States Peace Corps Managed staff of auditors, inspectors, and criminal investigators who independently conducted audits, inspections, and investigations worldwide as they pertained to the operations of approximately 7,000 volunteers in 92 countries and 12 domestic offices, including headquarters, pursuant to the Inspector General's Act. Reported directly to the Agency Director and the U.S. Congress. At the special request of the Director, coordinated American interests, through the support of the U.S. Department of State , the U.S. Embassy and officials within the govermnents of Madagascar. Africa, and El Salvador regarding the conduct of the criminal investigation, prosecution and convictions of several individuals involved in the rape, murder, and robbery of Peace Corps volunteers in those counthes. Also, headed a countrywide search and investigation into the disappearance of a volunteer who bad been missing for 10 days in San Jose, Costa Rica. Coordinated with the Costa Rican government officials and determined that the volunteer suffered an accidental fall from a mountain trail resulting in her death.

Managerial/Investigative/Security

Director of Security and Protection, US. Department of Health and Human Services Principal Security Officer and Spokesperson for the Department regarding all security matters. Managed executive protection, physical security, and information security branches. Conducted adjudication of security clearances, and personnel security investigations for suitability determinations.

Chief of Inspectors. Headquarters, Office of the Inspector General, Criminal Investigations Division, US. Department of Health and Human Services. Conducted day-to-day administrative operations of the division. Managed program inspectors and program analysis and investigated violations of program fraud within the Department's operating divisions. Supervised inspection teams covering periodic inspections of Departmental field offices throughout the countiy.

Regional Inspector General for Investigations, Washington Field Office, U S. Department of Health and Human Services Managed criminal investigations in the conduct of criminal, civil, and employee investigations concerning program fraud, ethics violations, conflicts of interest, and contract fraud within the Social Security Administration, false food and drug applications at the Food and Drug Administration, and allegations of scientific misconduct at the National Institutes of Health. Managed and participated in numerous healthcare criminal and civil investigations of schemes to defraud Medicare/Medicaid programs, to include false and double billings, overpayments, billing for services not rendered, illegal dispensing of controlled substances, as well as quality of care allegations.

Director of Security of Cabinet Secretaries, US. Department of Health and Human Services Supervised and provided personal security for all official engagements, including foreign and domestic travel.

Special Agent, United States Secret Service As a senior security advance agent, supervised and planned clandestine travel and security arrangements for various U.S. Presidents and fbr National Security Advisor/Secretary of State Dr. Henry Kissinger, pursuant to a Presidential Directive. Travel involved Secret visits to domestic and foreign locations for meetings with foreign officials to assist in preparing for President Nixon's detente. Frequent travel and security preparations required interfacing with world business and government leaders, foreign diplomats, and members of Congress.

Conducted organized and white-collar crime investigations in the Washington and Baltimore Field Offices. Career with the U.S. Secret Service involved extensive work in criminal investigations, physical security, audio and munitions countermeasures, judicially mandated electronic intercepts, and electronic intrusion alarms. Field investigations covered fraud, forgery, electronic and thud transfers, counterfeiting, intelligence operations, and applicant investigations. Conducted cold target undercover assignments aimed at known organized crime figures in various cities across the country. Assigned to Secret Service Headquarters, Liaison Division, as Liaison Agent to the U.S. Department of State.
